An apostille is a certificate issued by the U.S. Department of State that authenticates the origin of a public document. It's required when you need to use a U.S. document in any of the 124+ countries that are members of the Hague Apostille Convention. Without an apostille, your document won't be recognized as valid by foreign governments, employers, or institutions.

It comes down to which official signed your document, not where you live. A federal apostille is issued by the U.S. Department of State in Washington, D.C., and it is the only route for documents signed by a federal agency — most often an FBI Identity History Summary, but also FDA, USDA, National Archives and federal court records. A state apostille is issued by the Secretary of State of the state whose official signed the document, and it covers birth, marriage, divorce and death certificates, diplomas, and anything notarized. Sending a federal document to a state office, or a state document to Washington, is the most common reason an apostille request is returned unprocessed.

No. A notary cannot issue an apostille — only a designated Competent Authority can, which in the United States means a state Secretary of State or the U.S. Department of State. What a notary does is create the signature the apostille authenticates. That distinction is what makes the notarized true-copy route work: the notary certifies a copy of your document, and the state then apostilles the notary’s signature, so the document can be authenticated without surrendering the original.
